What's the version of BGInfo you are using on Server R2? This is the way I make BgInfo work in Windows (and even use the user folder that you are working as and not administrator – unless of. This is all on a shared folder on the network. You may find it runs and creates the new wallpaper, but Windows doesn't display that wallpaper. The second paragraph about what you suggest is confusing, is just that if you follow the article, and a new user logs in, they should see the BGInfo information.

The utility bginfo, which displays system information on the desktop of the Configuring For All Users on Server R2 .exe is stored in an accessible location, i.e. not within your own user profile somewhere.
